In a press release posted on his Facebook page, Muncie's Mayor-elect Dan Ridenour announced his search for candidates to fill the city's leadership roles starting in 2020.

Ridenour introduced two individuals from his transition team through whom all applications for full-time employment or board appointments would go through — David Smith and Nancy Larson.

Smith, who will lead Ridenour's transition team, is a retired Indiana State Police officer specialized in investigating municipal fraud cases, the press release states. He was also the key quality and fraud officer for the Bureau of Motor Vehicles appointed by the Governor. For now, Smith's role in the administration is yet to be determined.

Larson, it states, will also help lead the transition team in November and December. She has worked for many years in Delaware County government, including being its human resource (HR) director. Ridenour said he intends for her to serve as the HR director for the City of Muncie.

After submitting their resumes, qualified applicants to fill the various positions will be contacted for an initial interview, the press release states. If warranted and qualified, the individuals will be invited for a second interview with Ridenour.

It lists the following positions available for full-time appointed leadership roles beginning on or after Jan. 1, 2020:

  • Animal Control Director
  • Building Commissioner
  • Community Development Director
  • Controller
  • Economic Development (MRC)
  • Fire Chief
  • Police Chief
  • Parks Superintendent
  • Street Department Superintendent
  • Public Access (TV Broadcasts)
  • Mayor’s Administrative Assistant

The following unpaid board and commission positions were also listed with other positions to be added later:

  • Board of Works
  • Muncie Sanitary District
  • Muncie Redevelopment Commission
  • Police Merit Commission
  • Fire Merit Commission
  • Parks Board
  • Visitor Bureau Board

"The Ridenour administration will not tolerate adjusting the rules or special treatment for any city employee," he said in the press release. "Most importantly, we will not allow fraud by city employees in any way, shape or form."
