Muncie residents still concerned about Campus Crest apartments

Although the city has approved plans to construct a $15 million apartment complex on a stretch of West McGalliard Road, many residents of the area still disapprove of the Campus Crest apartments.

Construction in the area between West McGalliard Road and Northside Middle School, including the area between Scheumann Stadium and Oakwood Avenue, is slated to begin this month.

Local politician Jim Arnold agrees with the residents and still stands by his statement made in December.

Arnold said the new complex would create traffic and drainage issues along with a decline in business for the community.

But according to Campus Crests' attorney, Scott Shockley of DeFur Voran LLP, the Delaware-Muncie Metropolitan Board of Zoning Appeals has made their decision regarding the complex, a decision he didn't find surprising.

"Many people showed up to the final hearing in March to oppose the construction but the board still approved it," Shockley said. "The city of Muncie had already rezoned the land and the real estate had already been sold so I knew construction would be under way soon."

The project is estimated to create $300,000 in tax revenue for the city, but Shockley said the project would create approximately $212,000 in payroll for employees of the project.

The residential complex, most likely to be known as "The Grove," is estimated to cost approximately $15 million, will have 216 apartments and will be able to house 584 residents.

According to a recent statement made by the company, the building should be about .2 miles away from campus.

Each room will come completely furnished with a bed and bathroom, and the complex itself will have a swimming pool, fitness center, game room, library and its own residents life program.

"So much has already been done and we are housing local contractors so we can get as much as we can done by the time winter hits," Shockley said.

The complex is estimated to take about nine months to build and will likely be ready for leasing by Spring 2013.
