According to the Census Bureau report, 28 percent of Delaware County children are living in poverty. Superintendent of Muncie Community School, Dr. Steven Baule says the number one factor that plays into a child's success is their socioeconomic status.

The Muncie and Delaware County "BY 5" Initiative aims to support early childhood development, and encourage discussions surrounding education. Carrie Bale, the director of the initiative, explains that 90 percent of brain development happens by the time a child reaches the age of five.

"Talking to a child very early on about going to college, graduating from high school, getting a job is all about the hopes and dreams," Bale said. "The more they hear, they more it becomes engrained in the way that they see themselves and believe about their future.
