University Police Department arrests Muncie resident for alleged bike thefts

University Police Department arrested a Muncie resident Wednesday morning for allegedly stealing upwards of 25 bikes.

UPD detective David Huff was in the area of Kinghorn when he saw Charles F. Armstrong, 49, attempting to steal the bike at about 9 a.m. Wednesday, Bob Fey, associate director of Public Safety, said. Armstrong was spotted by the bike area at Kinghorn Hall.

Similarities between other bike theft reports show Armstrong could have been responsible for the disappearance of numerous bikes on campus.

"We've had maybe one or two [other bike thiefs apprehended this year], but this is an individual we are reasonably certain has victimized campus for quite some time," he said.

UPD will continue to investigate how many bikes Armstrong may have stolen.

Fey said the arrest is an important reminder for students to take bike theft precautions seriously.

"There is a crime prevention element to this thing," he said. "Every bike had been secured by cables rather than the good sturdy U-bolt kind of locks. That is very telling."
