Some department members attended training seminars for the smoking ban policy Monday to learn how to file $50 citations targeting violators.
Thomas Morrison, associate vice president for human resources and state relation, said a smoking ban notification and smoking ban citation form were sent to department chairpersons, directors, deans and university police.
Morrison said supervisors of Ball State University employees would have the power to file smoking citations when they see students and employees smoking in non-designated areas.
University undergraduate students who are supervisors cannot give out the citation, he said.
"We don't expect [supervisors] to be out patrolling," he said, "but if they encounter an employee violating the university smoking policy, this gives them the authority to give citations."
Public safety officers will patrol campus to ensure the policy is being followed, Morrison said.
The training seminars Monday were not mandatory meetings and taught people what the smoking ban policy is about and how the citation process works, he said.
Units with larger staffs than academic departments, such as Dining and Housing and Residence Life, had training seminars for their supervisors before Monday, he said.
Morrison said employees present at the seminars had an opportunity to ask questions. They learned they can smoke in their cars and with the windows rolled down, he said.
According to the notification sent Monday, smoking will not be allowed in university vehicles, which includes maintenance vehicles.
Kay Bales, vice president for student affairs and dean of students, said university personnel would ask for student violators' Ball State identification card to prevent students from lying about their names and identification numbers.
The notification released Monday listed exceptions to the smoking policy, which permits smoking in theatre productions and at artistic productions.
Bales also said students groups could only be exempt from the smoking ban for an event with permission from President Jo Ann Gora.
Lindsay Gross, co-president of Hillel, an on-campus chapter of the national Jewish campus organization, said the group had a hookah smoking event, which is the group's largest fundraiser and had more than 200 people attend the last fundraiser.
She said there could be controversy if the organization was allowed to have their fundraiser on campus, so the group might have the event at mt cup or at Scotty's Brewhouse.
