Muncie officials will not declare a winner of the mayoral election for 10 days, county commissioner Tom Bennington said.
During the 10-day time frame, the city will recount 13 provisional votes, then count them for a final total, Bennington said.
After the winner is announced, the losing candidate can then call for a recount, Bennington said.
Democratic candidate Jim Mansfield unofficially is in the lead by nine votes, according to the Delaware County Clerks Office.
Republican candidate Sharon McShurley said she is unwilling to concede because of the narrow margin.
