INDIANAPOLIS — Indiana Gov. Mitch Daniels has signed into law a bill that links teacher pay to student performance.
Teachers will now be evaluated annually, and those in the bottom two of four categories would not be eligible for automatic pay raises. Local districts would create their own evaluations, but would have to include objective measures of student achievement, such as test scores.
A school district won't be able to place a student for more than one year with teachers in the lowest category unless it notifies parents.
Daniels and state Superintendent of Public Instruction Tony Bennett both had tears welling up in their eyes during the bill signing Saturday. Daniels said he was emotional because the changes are meant to bring promise to young lives.
