What is a provisional ballot?- Enrollment in an educational institution
- Registration to vote at an address that is housing provided for students by the educational institution.
- Actual or perceived affiliation with a political party
- Support or opposition to candidates or their stances on issues.
There are several situations in which you may be required to cast a provisional ballot as a voter: 1. You don't have a proper photo ID.2. If someone formally challenges your vote.3. An order has been issued by a court extending the hours that the polls must remain open.
How do you cast a provisional ballot? The same rules and procedures that apply to casting a traditional paper ballot, but there are some special procedures that are similar to casting an absentee ballot: 1. You must mark the provisional ballot privately unless you are entitled to assistance and request it. 2. You enclose the provisional ballot inside a provisional ballot secrecy envelope and seal it. 3. You return the sealed envelope, with the ballot inside, to the inspector.

7:30 p.m.Polls close in Ohio, North CarolinaIf these states split, the election will still be a horse race.
8 p.m.Polls close in New Hampshire, PennsylvaniaIf McCain wins in New Hampshire, the race will be tight. If the Republican senators in New Hampshire and North Carolina lose, the Democratic goal of gaining 60 seats in the Senate is likely.
9 p.m.Results from most of East Coast, MidwestIf Obama wins Pennsylvania, North Carolina, and Florida electoral votes than her will have 169, the election can be called. If Obama loses Florida, Ohio's 20 electoral votes will determine the outcome.
If McCain wins Virginia, this will be a good time of night for him. Demographics suggest he'll pick up Michigan and Southern states for 144 electoral votes.
10 p.m.Polls close in Iowa, Nevada, OregonIowa is a state McCain needs to hold on to for seven electoral votes.

Registration woes
About 200 people from the Ball State University zip code will not get to vote on Election Day, Matt Tusing, Indiana's deputy secretary of state, said.Margie Landers, democratic member of the Delaware County Voter Registration board, said about 200 voter registrations were turned in to the Delaware County voter registration office Oct. 9, three days after the deadline.
The envelope containing the forms did not have a return address and was postmarked for Oct. 9, Landers said.
"We feel bad that we couldn't get them in the system," she said. "But, these people won't be able to vote until the 2010 election."
In past years it has been tradition to contact people whose voter registration forms did not get processed.
Landers said because of the workload in the voter registration office, they will not be notified.
Tusing said all voters in the affected area should confirm their registration at www.indianavoters.com.
