INDIANAPOLIS — Joseph Hoage will begin mediating public records disputes across Indiana.
Gov. Mitch Daniels appointed Hoage Wednesday to serve as the state's public access counselor.
Hoage will mediate disputes over access to government documents and issue advisory opinions. The position has no power to enforce Indiana's open access laws.
Former Gov. Frank O'Bannon created the position in 1998 after Indiana newspapers uncovered abuses of the state open records law by local governments.
Hoage replaces Andrew Kossack. Kossack served in the position since 2009. Hoage will serve out the remainder of Kossack's term through 2015.
Hoage has been a lawyer at the Indiana Gaming Commission since 2008.
